We compiled the list using two guidelines: First, although D.C.’s political sphere is full of influential people, we only considered those in the local business community. And second, we omitted all elected officials and government bureaucrats, though we did consider officials who serve on quasi-independent boards and authorities.
So what do we consider powerful? You have to be influential, respected and able to get things done. You don't have to be well-liked, though that usually helps with the aforementioned qualities.
