Kings Mountain City Council approves rezoning for 730-unit, $120M residential development

R.D. Harrell Co. plans to develop 360 apartments, 215 townhomes and 155 units of senior housing. City council agreed to rezone 57 acres for the project at Tuesday's meeting.

A sprawling residential project that is expected to draw a nine-figure investment has secured a key approval.

On Tuesday, Kings Mountain City Council approved a rezoning request by R.D. Harrell Co. for Cannon 35. The project calls for the development of 730 residential units between Kings Mountain Boulevard and Crocker Road. The total investment in the project is expected to reach $120 million, developer Dean Harrell told the Charlotte Business Journal last week.

The council voted to rezone a 57-acre site for the project after concluding a public hearing that spanned two meetings. The hearing began at the March 30 meeting and lasted several hours before being paused. Developers held a community meeting for the project on April 19 to discuss concerns before securing the rezoning.

Residents in both meetings expressed concerns about a variety of logistical issues, including increased traffic. On Tuesday, two additional residents spoke in opposition of the project, citing concerns about the city's growth rate in general.

Cannon 35 will include 360 apartments, 215 townhomes and 155 senior-housing units, according to site plans available in city documents.

Harrell told CBJ last week that, if the rezoning request was approved, engineering for the project would be complete by the fourth quarter. If that holds, mass grading for the site would begin late in the fourth quarter or in the first quarter of 2022.

Cannon 35 is just a few miles from the site of the Catawba Two Kings Casino Resort off Dixon School Road.
